TAX
Rachel Reeves looks to keep ‘stealth tax’ freeze on thresholds
Rachel Reeves is expected to prolong the freeze on personal tax thresholds beyond 2028 in a move that could raise £7bn a year – equivalent to an increase in the basic rate of income tax by 1p. The Conservatives introduced the freeze in 2021 but it was due to expire in 2028. According to the Institute for Fiscal Studies, an extension until 2030 would drag an extra 400,000 people into the basic rate of tax and 600,000 into the higher and additional rates. People start paying income tax at 20% when their income reaches £12,570 and the higher 40% rate at £50,270. The Office for Budget Responsibility has said the basic rate threshold would have reached £16,310 by 2028/29 had it climbed in line with prices, with the higher rate only starting at £65,510. Labour has been of accused of hypocrisy over the move with the Chancellor last November saying that the Tories were “picking the pockets of working people” as the threshold freeze dragged more people into higher tax brackets while Sir Keir Starmer called the freeze a “stealth tax on working people”.
Tax hike warning from BrewDog founder
James Watt, founder of BrewDog, reiterated his concerns about the potential increase in capital gains tax ahead of the Budget, warning that a rise could lead to entrepreneurs leaving Britain. Watt highlighted the importance of job creation and investment, stating: “We really need the job creation. We need investment in our economy.” However, the Institute for Public Policy Research argued that increasing the tax could raise £14bn without negatively impacting investment or entrepreneurship. Elsewhere, serial entrepreneur Martin Banbury tells the Telegraph that he is seriously considering moving his latest venture to the US if Labour hikes CGT significantly. There have been suggestions the Chancellor could increase the levy from 20% to 39%. Banbury says raising it to 30% would be the trigger for him, and many others. He says he’ll move his businesses to Delaware, where CGT is 6.6% on annual gains of over $60,000. Finally, a survey by Evelyn Partners found that one in three UK business owners with turnovers of upwards of £5m have brought forward exit plans over the past 12 months. Toby Tallon, tax partner at the firm, said the company is grappling with an influx of queries from business owners “anxious about what any potential tax changes could mean for them personally and their businesses, with some mulling the option of becoming non-resident.”

Tax experts warn that increasing employers’ national insurance contributions could severely impact freelancers, small businesses, and vulnerable workers, potentially reducing take-home pay and hiring opportunities.
Chancellor’s tax plans spark Labour fears
Chancellor Rachel Reeves is facing backlash over her proposed tax increases, which include higher inheritance tax and income tax, alongside potential rises in National Insurance for employers. Labour MPs, including Liam Byrne, have expressed concerns that these measures could jeopardise the party’s chances in future elections. Byrne stated: “Chancellor Rachel Reeves needs to use her Budget to restore fair play to the tax system.” Former minister Barry Gardiner warned that a lack of boldness in the upcoming Budget could lead to Labour’s defeat in the next election. The Chancellor is also considering extending the freeze on income tax thresholds, which could push 600,000 individuals into the higher tax bracket. Meanwhile, a cabinet revolt is brewing over proposed spending cuts, with key figures demanding a reassessment of the plans.
Reeves targets wealthy with tax raid
Rachel Reeves is set to implement a £1bn inheritance tax reform targeting wealthy property owners as part of a £35bn tax increase aimed at stabilising national finances. The Chancellor plans to close loopholes in business relief, which currently allows the affluent to significantly reduce their inheritance tax liabilities, costing taxpayers around £2bn annually. Last year, over £1.4bn was paid out to more than 3,000 estates. Reeves intends to exempt small businesses and family farms, arguing that this approach is the “fair” way to tax the wealthiest. According to the Institute for Fiscal Studies: “These reliefs are most heavily used by the biggest estates,” highlighting the need for reform.
UK faces £6.5bn non-dom tax crisis
The UK could face a loss of £6.5bn and 23,000 jobs over the next six years if the non-dom tax regime is abolished, according to a report by the Adam Smith Institute (ASI). The report warns that scrapping the non-dom tax could lead to over a quarter of the UK’s 21,000 non-doms relocating abroad, resulting in a £600m annual loss in GDP by 2030, escalating to £1.3bn by 2035. Maxwell Marlow, ASI’s research director, said: “The Prime Minister says that wealth creation is the ‘number one priority of this government’. He should therefore ditch his current plans for a non-dom raid that will cost the UK billions in lost revenue.” The ASI suggests a flat tax charge of £150,000 on non-dom wealth could raise £12.45bn annually while attracting more non-doms to the UK.
Reeves could link employer NI increase to NHS to foster support
The Observer claims Labour will increase national insurance contributions (NICs) for employers to fund extra resources for the NHS after seeing research indicating a majority of the public is in favour of the move. However, the survey was commissioned by Labour Together. A separate poll by Opinium for the Observer shows Labour has lost its lead on the Tories when it comes to improving voters’ finances. “Labour’s honeymoon ended a long time ago, but the chances of the budget turning things around look slim unless there’s a mighty rabbit to pull out of the hat,” said James Crouch, head of policy and public affairs at Opinium. “The Government should expect a turbulent couple of weeks.”
Entrepreneurs threaten exodus over tax rise
Barney Hussey-Yeo, founder of the $500m fintech app Cleo, has threatened to leave the UK for the US if Rachel Reeves raises capital gains tax in the upcoming Budget. He stated: “If Labour raises capital gains tax on founders, I’ll leave the UK and won’t start another business here.” The technology sector is concerned about a potential exodus of entrepreneurs if the Government increases capital gains tax on share sales. Recent data shows a significant rise in US visas issued to British entrepreneurs, with approvals jumping over 40% from June to July. Harry Stebbings, a venture fund manager, echoed these concerns, noting that “ambitious, young founders” are considering relocating due to tax uncertainties.
Reeves to hike tax on UK founders selling up
Chancellor Rachel Reeves is reportedly planning to increase taxes for entrepreneurs selling their businesses. In her upcoming Budget, she is considering cutting the business asset disposal relief, which currently allows a reduced capital gains tax of 10% on sale profits. This change is part of a broader overhaul of capital gains tax expected to be announced on 30 October. In an open letter, 500 British entrepreneurs, including founders from Signal AI, Yonder, and Zopa, expressed concerns that raising rates to between 33% and 39% would diminish tax revenues and weaken the UK’s competitive edge.

HMRC service levels hit rock bottom
Customer service levels at HMRC have reached alarming lows, with a recent survey by the Association of Chartered Certified Accountants (ACCA) revealing that 89% of business owners report negative impacts on their operations. The survey indicates a decline in satisfaction, with only 1% of respondents noting a positive effect from HMRC services. ACCA expressed deep concern in a letter to the Chancellor, stating: “It is difficult to overstate levels of concern and frustration being experienced by a substantial proportion of our members.” Issues include significant delays and failures in processing requests, leading some entrepreneurs to consider relocating their businesses abroad. The average call length to HMRC has surged by 19%, now averaging over 71 minutes. ACCA urges the Government to invest in HMRC to enhance customer service and streamline the tax system. A Government spokesperson assured that improvements are forthcoming, with further details expected in the upcoming Budget.
Taxpayers face long waits for HMRC help
The deadline for filing tax returns is approaching, yet taxpayers are facing significant delays when contacting HM Revenue & Customs (HMRC). Over the past year, taxpayers collectively spent 700 years on hold, with the average waiting time rising to 27 minutes and 2 seconds between April and June, as reported by UHY Hacker Young. Neela Chauhan from UHY Hacker Young stated: “Delays in processing customer queries hinders HMRC’s ability to resolve tax issues.” With 15.4m calls made in the last year, only 42% were answered by a call handler, leaving many unable to resolve their issues in time.

Rachel Reeves mulls end to salary sacrifice schemes for EVs
The Chancellor is considering scrapping tax breaks for workers who buy electric cars, amid claims they disproportionately benefit the wealthy. The Resolution Foundation on Thursday called for salary sacrifice and company car tax breaks to be axed, arguing they only benefit “a relatively small number of better-off households who buy new cars.” The Telegraph reports that Treasury officials discussed the financial impact of removing salary sacrifice tax relief schemes with members of the British car industry and were it told would deal a hammer blow to the shift to EVs. The move would save the Treasury £100m. Toby Poston, of the British Vehicle Rental and Leasing Association, said: “The salary sacrifice market is a major success story and is central to the UK meeting its ambitious decarbonisation targets,” adding: “It is responsible for a major share of new EV registrations and is helping to democratise access to zero emission motoring.”

Monthly UK insolvencies remain at elevated levels
The number of companies facing insolvency remains high, with 1,973 firms going bust in September, a 2% increase from August. According to the Insolvency Service, voluntary liquidations accounted for 80% of these insolvencies. Despite signs of economic improvement, such as controlled inflation, businesses continue to struggle under the weight of rising interest rates and sluggish demand. David Hudson, a restructuring advisory partner at FRP, stated that the economic recovery has “not been nearly enough to compensate for the pressure that’s been gradually building in some businesses for months, even years, now.” The Centre for Economics and Business Research (CEBR) predicts that insolvencies could reach 33,000 this year, surpassing the previous year’s 30-year high.

Tax fears prompt hiring freezes
Amid concerns over potential tax changes in the upcoming budget, entrepreneurs are contemplating recruitment freezes, reduced working hours, and even selling their businesses. Chancellor Rachel Reeves is expected to raise national insurance for employers, with a 1 percentage point increase projected to generate £8.5bn for the Treasury in 2025-26. Lee Harris-Hamer, a small business owner, said: “If this increase comes in, I’ll wish I had never started this business.” The Federation of Small Businesses (FSB) reported that 75% of small businesses have seen rising operating costs, with many delaying hiring and pay rises. Tina McKenzie from the FSB warned that “tax rises for employers will mean pay cuts, hiring freezes and worse.”
Call to increase basic rate of UK statutory sick pay
Campaigners are urging the Government to enhance the basic rate of statutory sick pay (SSP), currently set at £116 a week, as many workers struggle financially while off sick. A consultation will be launched alongside the second reading of the Employment Rights Bill, which proposes paid sick leave from day one for those earning below £123 a week. Charities, including Citizens Advice and Macmillan Cancer Support, have expressed concerns that the existing SSP system is inadequate, stating: “Hundreds of thousands of working people… will still find themselves without adequate financial support.” A report by WPI Economics, led by Matthew Oakley, suggests that increasing sick pay could yield a net £4.1bn benefit to the economy by improving productivity and reducing long-term health issues.

Pensioners face tax hike threat
Rachel Reeves’s proposal to freeze income tax thresholds in the upcoming Budget could lead to an additional 1.5m pensioners facing higher tax payments. The Chancellor is expected to confirm this policy on 30 October, which aims to generate billions for the Treasury while pushing many into higher tax brackets. Jon Greer, head of retirement planning at Quilter, stated: “If Labour decides to keep income tax thresholds frozen until 2030 it could potentially drag 1-1.5m extra pensioners into higher or additional rate tax brackets.” Currently, 3.1m pensioners are already projected to pay a higher rate of tax by the 2027-28 tax year due to the existing freeze. Charities have expressed concerns, with Caroline Abrahams from Age UK noting: “It makes no sense for the state to give older people money with one hand while taking it away with the other.”

UK businesses face financial crisis
Research by Begbies Traynor reveals that 632,756 firms were flagged as being in “significant” financial distress between July and September, marking a 5% increase from the previous quarter and nearly 30% higher than last year. Julie Palmer, a partner at Begbies Traynor, stated: “With over 630,000 firms now in significant financial distress, no section of the country’s economy is immune from the legacy debt built up by many businesses during the pandemic.” The utilities sector saw a nearly 20% rise in distress levels, exacerbated by the ongoing energy crisis. Despite this, the number of firms in “critical” financial distress decreased by 23% compared to the previous quarter. Ric Traynor, executive chairman of Begbies, noted that while the decline in firms nearing collapse is a “welcome surprise,” uncertainty remains as businesses await clarity on the forthcoming Budget, with potential tax changes looming.
Improvement in living standards slows
Living standards for UK households are improving at the slowest rate in more than 50 years, figures from the Office for National Statistics (ONS) show. It has increased by only 0.3% a year on average so far in the 2020s, as GDP per head slows due to rising migration, productivity problems and a rise in long-term sickness.
