Investigating the gap between planning permissions granted and new builds started? (E)
As of July 2016, only slightly more than 50% of the 684,000 granted planning permissions had gone on to be built and the government has launched a review to identify the main reasons why this gap exists and recommend practical ways to bridge it.
First announced at Budget 2017, the review has been launched as the latest evidence suggests that residential planning applications are up and that time taken to process major applications continues to be at a record high.
Carried out by a diverse panel of experts led by Sir Oliver Letwin, ‘Review of build out: terms of reference’ will comprise 2 phases
- Phase 1, which has already commenced, will review large housing sites where planning permission has already been granted. It will include information gathering sessions with local authorities, developers, non-government organisations and others and its early findings will be published in an interim report.
- Phase 2 will recommend practical steps to include the speed of ‘build-out’.
