Proposed new rules pave the way for remote control parking (E, S, W)

Doubts about the legality of using a phone or other type of mobile device to park a car will be swept away by draft amending rules that, together with changes to the Highway Code, make remote control parking (RCP) clearly available for British drivers.

RCP allows drivers to park their vehicles using a command either from an external device supplied by the manufacturer or an approved application operated by smartphone, key ring or other device.

Drivers can be inside or outside their vehicles when operating the device, although they must be within 6 metres of it, which is currently seen as the limit for safe remote steering operations.

In line with the government’s ambition to ensure Britain leads the way in embracing new technologies with the potential to revolutionise driving, ‘Remote Control Parking and Motorway Assist: Proposals for Amending Regulations and the Highway Code’ also includes proposals to facilitiate the adoption of ‘motorway assist’ – the technology that will take full control of a vehicle’s position and speed while driving along a high-speed road, such as a motorway.

The draft amending regulations support both RCP and motorway assist by changing regulation 110 of the Construction and Use Regulations, which prohibits the use of hand-held mobile communication devices while driving. Associated amendments to the relevant Highway Code rules are also identified in the consultation.

The United Nations Economic Commission for Europe ‘Study on the assessment and certification of automated vehicles: final report, December 2016’, sets out provisions for the construction, fitting and performance requirements for the automatically commanded steering function that is integral to both applications. The regulation came into force in October and will set the standards for vehicles that are type-approved after 1 April 2018.

The consultation recognises the potential of these technologies to change the way we drive. RCP, for example, will massively increase convenience and accessibility for disabled drivers by enabling them to park and drive with greater confidence. Access to small, awkward garages and negotiating round cars parked carelessly by inconsiderate drivers will cease to create problems and – as cruise control technology develops – driving will become safer, cheaper, more energy efficient and more enjoyable.
