Support for firms and individuals affected by NO2 plans (E)
Help to acquire low emission vehicles, switch modes of transport, mitigate the cost of charging zones and scrap polluting vehicles are among ideas listed in a government consultation seeking views primarily on additional measures to help businesses and individuals meet costs arising from local NO2 plans, rather than help tackle poor air quality.
The current consultation, ‘Air Quality: Additional measures to support individuals and businesses affected by local NO2 plans’, * was announced in the national NO2 plan, with private car owners on lower incomes and other vehicle owners with limited travel alternatives specifically mentioned in connection with support.
The plan also announced the establishment of a £220m Clean Air Fund into which local authorities with the most challenging pollution problems could bid in order to help finance tailored measures to provide community-wide or targeted support, such as
- electric vehicle charge points
- changes to cycling infrastructure
- local travel discounts directly targeting businesses or individuals
Feedback from the consultation will inform further development of the Clean Air Fund.
While local authorities will be delivering the measures, central government and industry could provide further support in certain areas.
Central government, for example, could provide specific guidance on key measures or on establishing systems and frameworks that could allow local authorities to implement measures more efficiently and with greater consistency.
Industry could help drive forward certain solutions, such as manufacturer-led scrappage schemes, and investment in electric vehicles charging infrastructure.
